It depends on what you call a public ministry. All Christians are not called to minister exactly alike and there has to be people to minister to. Some people minister by providing food, clothing, and medical assistance. Some are called to minister to bring the truth of Christ to cult members, like yourself. 😏

So it's quite clear the author of 2 John is counselling Christians to not greet those of 'wicked works' in a brotherly way (for want of a better phrase), he's not counselling Christians to greet them at all.

Exactly, Jesus ate with sinners and tax collectors.

The problem here is not really what the Bible does or doesn't say, it's that the Governing Body of the Jehovah Witness cult tells the cultees to shun people. So they do.

LOL, more pedantry, he is counselling Christians not to greet them, not because of the nuances in greetings, weather brotherly, cordial or anything else, but because of their wicked works, it makes no difference whether it is an embrace or a hello or a handshake or anything else.
