your basic fact of the us lock up rate as being the highest of all nations may be feasible - most lists show this.
BUT
i did find one interesting aside though .... most of the lock ups are not done by the federal government, http://www.prisonpolicy.org/prisonindex/penalcontrol.shtml, claims that 140,000 are federal prisoners and that 1187000 are locked up by state laws.
assuming this is true, then it is not really a us issue of the alarmingly high prison rate - it is a state issue ... more on this soon.
at this stage i view this as equally alarming : a small section of population is incredibly locked up.
