Edit: Mr X and Mr Y both would like to receive the winter fuel payment. Both apply for pension credit (a means tested benefit). Mr X is on low income and as a result is awarded pension credit, while Mr Y is on a higher income and is not awarded pension credit. Only Mr X will now receive the winter fuel payment (due to having been means tested, by being eligible for pension credit).

@divegeester saidBoth the Tories and Labour governments have failed in doing enough to ensure pensioners get the benefits they are entitled to. No argument from me there. Both Tory and labour politicians have made half assed attempts to signpost pensioners to pension credit, but there has been no organised campaign to ensure this happens. (Something like 850,000 eligible pensioners are currently missing out). Obviously the reason for this is that it will cost them millions.
