I missed a couple moves here (my wife just finished her nursing degree and my weekend has been filled with graduation ceremonies and parties!!!). Enough of that, on to somehting important. I have read through all the previous posts and I think that Qc3 is definitely the best move in this position. Probably will be met with c5 and follow Red Night's line, but who knows the way that this game has gone!

In my opinion both sides have played less than best moves on two separate, notable, occassions.
Black should have played Na5 on move 7 and white should have played Qc3 on the last move.
I don't like Qc3 now. The queen stands in the way of the undeveloped knight. White might decide to go for a queen exchange, making the loss of castling rights much less important. There are several ways (Qe3 followed by Qe5; Bb4 perhaps; Qb4; Qg3; Qa3). I go for 14.Qg3 because it is more consistent with the reasoning of threatening g7 (although the whiteplayer in the game didn't show much of this).

Looks pretty strong for black.
Qe3 looks good at first, maybe better than Qc3.
I thought there was something wrong with Qe3 from the previous analysis.

I would play 14.Qb4. Black doesn't seem to have anything better than 14..Kf8, then 15.Qxd6 Bxd6 16.Bc3 c5 17.Nd2 with a nice position.
If White plays carefully, he should be at least equal.
