- or 16. ... Kd6 17.Bb4 c5 (Kd7 then 18.Bc3 and back to the previous line) 18.dxc+ e.p. and white is better

OK, maybe you're right. Maybe Qf6 doesn't look that strong.

but what if Kxe7, Qb4+? Kd8.

The more I look at the position, the more I agree with you that Qf6??? was a major mistake.
Rxe7+ is devastating.
If White plays Rxe7 it will be over soon and we can finally learn the participants.
I'm thinking it's two early chess computers without an opening book or with the opening book turned off.

If instead 15. ... Qxe7 then 16.Qxd4 0-0 17.Bd3 (to prevent Bf5 and have a safer king) and 18.Nc3 may follow, giving white two pieces for the rook, and a still very annoying (for black) d-pawn. Has to win.
I think he'll play Kxe7 followed by Qe3+, Kd7, Bc3 and black is in even more trouble.
